Advocacy and Business Environment Development

Overall objective of Outcome 4 is “Local government (municipalities and provincial government) adopts and implements a strategy towards creating a more conducive business environment for investment promotion in horticulture through public-private partnership”.

Project’s vision of a better functioning market system: “Public-private partnership works in Meghri where local government creates and develops a more conducive business environment for investment promotion and private sector invests in horticulture sector growth. All stakeholders have clear division of roles, functions and responsibilities in jointly developed Sector Investment Promotion Strategy for Meghri region. The public and private sector are well informed about joint activities and collaborate with each other for horticulture sector development”.

The M4M project aims own interventions on several constraints and opportunities related to advocacy and business environment development, namely:

  1. Support the Information Flow between public and private actors: Support coordination amongst farmers, processors and traders in advocating their interests and needs towards government; Provide to government and private actors relevant information to respond to business demand; Facilitate private-public dialogue for finding solutions and developing of implementation plans; Provide limited support for implementation of those plans;
  2. Encourage public and private actors in regular discussions: Elaborate a concept of the platform for agriculture development in Meghri; Discuss the concept with potential participants of the platform – government and development organisations in region; Initiate and develop on rotation base bi-monthly Platform meetings for coordination of development initiatives and making synergies in some particular cases;
  3. Support the Development of Sector Investment Promotion Strategy: Conducts the assessment of governance related issues that impact enabling environment of horticulture development in Meghri; Facilitate the elaboration of the strategy; Facilitate at the initial stage the implementation of the strategy and coaching/advocacy the parties for Business Environment Development;
  4. Attraction of Investment to the region: Assessment of investment opportunity; Sharing of the information with relevant private and public actors at different events; Attraction of investments through support the organisations of different events in close collaboration with government at local and governor levels.

The each project intervention has defined package of temporary activities or actions through which the project seeks to affect changes in different market systems. The M4P approach seeks to change market systems through interventions that are facilitative or catalytic in nature, i.e. they bring about change which alters in the way in which a market system operates into longer term, without the agent of change remaining without the market system.
